Who actually came up with the idea that change management means 'creating buy-in'?

Just now in a meeting:
"We need 100% support before we start"
*3 months later*
*Still in the same discussion*
Things I hear:
• "We need to get everyone on board"
• "There is still some resistance"
• "First, we need to schedule another session"
• "We will create a working group"
Sound familiar? 🤔
I'm genuinely curious:
- When did "creating support" become an excuse for you not to start?
- How many meetings about change have you had this year?
- And how much real change have you seen?
Because somewhere between "everyone must agree" and "we push it through", there must be a golden middle ground, right?
